OPERATION MADONNA

In January 2000, Operation Madonna identified individuals named Adolfo Ramirez and Geraldo Cabral, who were engaged in large-scale trafficking of cocaine and methamphetamine in the Las Vegas, Nevada area. Initial investigation indicated these individuals were supplying two to three kilograms of cocaine and up to five pounds of methamphetamine in the Las Vegas, Nevada area bi-weekly.

The investigation identified suppliers to the original targets of the investigation and progressed upwards toward the suppliers that were located in both California and Mexico that were directing the cells in Las Vegas, Nevada.

Operation Madonna was a very successful undercover operation resulting in the arrest of 11 subjects federally, as well as the purchase of 500 grams of methamphetamine and one and one-half kilograms of cocaine. Of the 11 defendants arrested, all but two pled guilty. Five of the customers were arrested on state charges during the course of this investigation.

MAGHFOOR MANSOOR, - FUGITIVE; UFAP-SEXUAL ASSAULT W/DEADLY WEAPON; KIDNAP W/DEADLY WEAPON

Mansoor, a native of Pakistan, had been previously convicted of sexually abusing a 14-year-old girl in Las Vegas, Nevada. On December 15, 2000, the Las Vegas Justice Court charged Mansoor with Sexual Assault with a Deadly Weapon and First Degree Kidnapping with a Deadly Weapon in a case centering around a 17-year-old female victim in Las Vegas. On January 2, 2001, the Las Vegas Metropolitan Police Department (LVMPD) requested the assistance of the FBI and an Unlawful Flight to Avoid Prosecution warrant was obtained. During the time Mansoor was an FBI fugitive, he assaulted a law enforcement officer and committed an armed carjacking in New Orleans which led to the death of a state highway worker whom he struck with the vehicle while fleeing. Additionally, Mansoor committed numerous armed robberies/burglaries inside several casino/hotel rooms in Atlantic City, New Jersey, to include holding a retired New Jersey State Trooper and his wife at gunpoint during a foiled room robbery attempt. Mansoor also committed another armed carjacking while in Atlantic City during the course of these room robberies.

On May 10, 2001, Mansoor committed an armed robbery of a jewelry store located inside the Trump Taj Mahal Hotel in Atlantic City of more than $300,000 worth of Rolex watches and then fled by carjacking a cab at gunpoint. He had the cab driver take him to New York City and then Mansoor robbed him before exiting the cab.

On May 9, 2001, Mansoor was named to the FBI Top Ten Fugitive list.

On May 10, 2001, members of the New York City Division HIDTA - Fugitive Task Force located Mansoor as he entered the Hampshire Hotel on 4th Street in New York City. An extremely violent confrontation erupted inside the hotel lobby as Mansoor produced a handgun and was fatally shot by a HIDTA-FTF member.
